Neighbourhood planning in Southbank and Waterloo

Adoption of the South Bank and Waterloo Neighbourhood Plan

The South Bank and Waterloo Neighbourhood Plan was presented to Cabinet on 21 January 2019. On 15 July 2020 Council Assembly endorsed the recommendation of cabinet to ‘make’ (adopt) the South Bank and Waterloo Neighbourhood Plan so that it becomes part of the council’s development plan. The Southbank and Waterloo Neighbourhood Plan will now be given a significant consideration in all planning decisions relating to the designated Neighbourhood Area.

Lambeth is the lead authority and adopted the plan on 16 December 2019. Following adoption by Lambeth, the Neighbourhood Plan (PDF, 167kb) was published on 15 January 2020.

Submission of Draft South Bank and Waterloo Neighbourhood Plan

South Bank and Waterloo Neighbours (SoWN) submitted their Draft Neighbourhood Plan to Lambeth and Southwark on 19 June 2018. Consultation took place between 8 November and 20 December 2018. The document below details Southwark's response to SoWN's Neighbourhood Plan Consultation.

Examination of the Draft South Bank and Waterloo Neighbourhood Plan

Mr Christopher Lockhart-Mummery QC was appointed to undertake the independent examination of the draft South Bank and Waterloo Neighbourhood Plan. Mr Lockhart-Mummery provided his Examiner’s Report (PDF, 244kb) to Lambeth and Southwark councils and SoWN on 28 May 2019.

On 3 July 2019 Lambeth made the decision to accept all of the Examiner’s recommendations to modify the draft neighbourhood plan. It was agreed that subject to these modifications, the draft neighbourhood plan should be sent to two referendums - one for residents and one for businesses.

The two referendums relating to the making of the draft South Bank and Waterloo neighbourhood plan were held on Thursday 24 October 2019, with a result of 91% being in support of the plan.
