Consultation on the proposed candidates for local listing

This consultation provided the opportunity for you to tell us what buildings or structures are important or significant to your local area or community. The responses collected from this consultation will be used to draw up a Local List for the borough.

We wanted to hear your views on the buildings and structures we've proposed to ensure the final Local List is reflective of what is significant about Southwark. We're also taken nominations for entries that you'd like added to the Local List and why you think they're important.

Why your views matter

The Local List can offer protection for the buildings or structures which are important to your local area or community. Therefore, we want to ensure the entries on the Local List have value to the broad range of people who live, work or spend time in Southwark.

The council would have to consider the local significance of an entry on the Local List, if in the future a planning application came forward proposing redevelopment of the site. Whilst the protection offered is not the same level as given by statutory listing, there will be a general presumption against demolition. Any harm caused to a local list entry by a proposed development would have to be justified and outweighed by the benefits created as a result of the works. This is now underpinned by Policy P26 in the Southwark Plan 2022.

What does ‘Listing’ mean

Listing marks and celebrates a building's special architectural and historic interest. It brings it under the consideration of the planning system so that it can be protected for future generations.

The older a building is, and the fewer surviving examples of its kind, the more likely it is to be listed.

There is a National List, which you may be familiar with - building can be assigned to Grade I or Grade II and this affects the rules that apply.

What is a Local List

A Local List is made up of buildings or structures which are not listed at national level, but are important to local people in Southwark. This importance can come from a special architectural or historic interest or from an entry having value in the local townscape or as part of a group.

What happens next

Responses and nominations will be reviewed by a selection panel made up of senior council officers. The Local List will then be finalised and adopted, after a final review by the Cabinet Member for the Climate Emergency and Sustainable Development.

Building owners can appeal the decision of the council to add their property to the Local List. However, there's no appeals process for nominations that are not accepted.

Nominations which are not accepted at this stage are still eligible to be added in the future and the Local List will be reviewed periodically to ensure it remains up to date.
