Viability Assessments

The viability assessment process involves property developers providing local authorities with a self-generated assessment of the costs involved in bringing about development, and the income from that development.  In this process there is a significant information asymmetry between developer and local planning authority, a lack of accessibility to members of the public and it acts as a barrier to small developers.

Between October and December 2018, Southwark worked with FutureGov on a discovery phase of work, to see if a new approach to evaluating viability was feasible. Extensive research and high-level prototyping has indicated that better use of data and digital tools could assist in addressing some of the challenges to effective evaluation.
