Accommodation assessment

The national planning policy for traveller sites sets out the criteria for identifying the need for Gypsy and Travellers pitches in local plans. 

Following an update to this policy in 2015, the Gypsy and Traveller definition has been narrowed to only include the need for pitches to meet the needs for households that can demonstrate:

  • that their members travel for work purposes and in doing so stay away from their usual place of residence, or 
  • that they have ceased to travel temporarily due to education, ill health or old age, and plan to travel again for work purposes in the future

Under this new narrower national definition the need for pitches in Southwark is zero.

National planning policy for traveller sites (2015) does not take into account the wider need for pitches to meet the needs of settled Gypsies and Travellers. Southwark Council is however committed to working to meet this wider need through other mechanisms outside of planning policy.
