Total housing permissions and delivery
The Southwark Plan 2022 sets out the strategic vision for development in the borough. It sets our targets from 2019 to 2036 to ensure that developments deliver the required growth and improvements.
The Southwark Plan also includes a target, set by the London Plan, for the number of homes delivered each year. For Southwark this is 40,035 homes by 2036 (or 2,355 annually).
The target is informed by the London Strategic Housing Market Assessment (SHMA) and the Strategic Housing Land Availability Assessment (SHLAA).

Housing delivery test and action plans
The government's housing delivery test (HDT) is an annual assessment of the number of additional homes delivered in each local authority.
It takes into account lost dwellings due to demolitions and conversions, and other types of accommodation delivered.

Housing land supply
National planning policy states that planning authorities should identify, and keep updated, a sufficient supply of deliverable sites to provide at least 5 years’ housing against the targets in their Local Plan.
Our 5-year and 15-year housing land supply for the period 2020 to 2035 was confirmed during the examination of the Southwark Plan (2022). The Southwark Plan identifies enough land to build the required 2,355 net additional homes per year, with an identified land supply to provide 5.4 years of housing.
We monitor housing delivery through an annual Authority Monitoring Report (AMR), and keep housing land supply within Southwark under review. We continue to meet our housing land supply obligations, against an updated 5-year housing requirement.
Our housing requirement for 2025 to 2030
The 5-year housing requirement for the period 2025 to 2030 is 16,780 homes. Against this, we have identified a deliverable land supply for 24,217 homes, resulting in a total supply equivalent of 7.21 years. This includes a buffer of 20%, as required by the government’s Housing Delivery Test (HDT). Please refer to the AMR for further information.
The review of the housing land supply is a live process, and the given number is subject to changes based on approvals and completions.
