Highways licensing fees and charges

Check the full list of Highways licensing fees and charges below. If you cancel a licence there is a Cancellation Fee, which is 30% of the licence fee.

  • Putting items and structures on public roads 

    You need a licence if you want to put an item or temporary structure on a public road. 

    • Skip Licence (per month), £99.90
    • Hoardings/Scaffold (up to 10 metres) per month, £509.30
    • Hoardings/Scaffold (over 10 metres and up to 50 metres) per month, £679.10
    • Hoardings/Scaffold (over 50 metres) per month, £922.30
    • Crane Licences, £334.00 1st day, £159 each following day.
    • Containers/Site Huts/Portaloos (per month), £367.10
    • Major Materials Licence (per sq. metre per month), £28.90
    • Minor Materials Licence (up to 6 sq. metres), £129.30
    • Conveyor Belt Licence (not including skip - per month), £328.50
    • Hoist Licence (in addition to scaffold/hoarding licence, per month), £328.50
    • Street Furniture Licence Fee (per annum), £263.30
    • Shop Front Licence (per annum), £263.30
    • Street Furniture Licence/Shop front (per additional sq. metre), £106.70
    • Advertising Board (per annum), £106.70
    • Pavement Licence, £350 renewal, £500 new application
  • Traffic management 

    There are fees to pay if you need to stop or limit traffic on a public highway. There are also fees for removing abandoned vehicles from privately managed car parks, or for road traffic offences.

    • Temporary Traffic Orders (standard), £2587.00
    • Temporary Traffic Orders (emergency), £2511.00
    • Removal of Abandoned Vehicle from privately managed car park (each), £150

  • Construction management

    You need to apply for a Construction Management Plan for any type of development that may have an impact on the public highway

    • Construction Management Plan Major, £33,717.20
    • Construction Management Plan Minor, £15,684.90
  • Filming

    If you're filming on a public highway, check what fees you have to pay.

    • Filming Permit up to 3 days, £55.30
    • Filming Permit up to 10 days, £91.70
    • Filming Permit over 10 days or requiring Traffic Order, £428.90
    • Temporary Traffic Notice (TTN) for Filming, £657.90
  • Road works

    If you need to carry out road works on public roads or pavements you must apply for:

    • a Section 50 Licence if you need to install / repair / maintain apparatus 
    • a Section 171 Licence if you don't need to install apparatus

    These licences each cost £788.30. 

    If you need to carry out Core Testing, the fee is £273.80.
