Quietway 7 - Monitoring and evaluation of Dulwich Village

Changes at Dulwich Village

As part of measures to improve walking, cycling and road safety conditions along Elephant and Castle to Crystal Palace Quietway, changes have recently been made to the road layout at Dulwich Village junction. The layout design, including minor changes to the layout proposed in February 2018, can be seen in the design drawing ^{(PDF, 2.2mb)}. Why monitor?

All major highways schemes are subject to rigorous independent safety reviews, modelling and compliance with good practice and standards. However, once implemented, there may be a need to make further modifications to ensure that the measures meet health and safety objectives.

How will we monitor the road changes at Dulwich Village?

We've set up a monitoring and evaluation programme ^{(PDF, 97kb)} for Dulwich Village. We'll monitor using the following: 

• feedback received from all road users, schools, businesses, local residents  
• site visits by council officers
• independent road safety audit
• air quality monitoring (NO₂ diffusion tubes)
• video surveys
• traffic surveys

Monitoring report

We've developed a monitoring report document ^{(PDF, 624kb)} (updated June 2018) to summarise the data and feedback we receive throughout the monitoring process. This will be updated regularly, including actions undertaken during the monitoring to address issues that are identified.

Your experience matters

Particular concerns were raised by some residents during the consultation process regarding features listed below.

• change in priority at Court Lane impact on:
  • pedestrians
  • traffic delays
• reduction in traffic lanes at Calton Avenue southbound approach to Dulwich Village
• introduction of  loading and waiting restrictions on Calton Avenue, between Gilkes Crescent and Court Lane
• cyclist compliance at signal junction when pedestrians are crossing the road

The council assured residents that these features will be monitored and modifications made if justified on health and safety grounds. We're especially concerned about the safety of vulnerable road users. It's for these reasons we want to hear your experience in using the new layout.

Safety Targets and locations of the monitoring

We'll use your feedback as part of evaluating the objectives listed below.

Target: No significant incident of conflict at the following locations, involving motorised / non-motorised traffic / pedestrians / cyclists within 12 months from January 2018 (killed, serious/slight injury as reported to police).

Locations and focus:

• informal crossings at Calton Avenue and Court Lane ^{(PDF, 212kb)} (motorist and cyclist compliance/pedestrian safety)
• Court Lane approach to Dulwich Village - new give-way ^{(PDF, 205kb)} (safety of all road users)
• Dulwich Village - right-turning traffic into Court Lane ^{(PDF, 207kb)} giving priority to southbound traffic from Calton Avenue (safety of all road users)
• pedestrian crossings ^{(PDF, 379kb)} (cyclist compliance with stoplines/pedestrian safety)
• cycle lane in Dulwich Village ^{(PDF, 205kb)} (cyclist safety at access to cycle lane)

General monitoring along entire quietway route:

We'll monitor the whole of the quietway to ensure that we are meeting targets:

• increase mode share to cycling in line with the council’s transport policy targets
• speeds: compliance to council’s 20 mph limit
• independent safety audits

What will be the decision-making process to instigate change?

• there will be no formal consultation
• any decision will be made by seniors managers based on recommendations by officers 
• if an independent safety audit (stage 3 & 4) flags a serious safety concern this will be carefully reviewed in light of the council’s responsibility to maintain a safe highway
• at the end of the monitoring period, a summary report with recommendations for any change will be made available online; any changes will be implemented around spring 2019

We'll monitor the whole of the quietway to ensure we're meeting targets in the following ways:
