An Article 4 direction allows us to withdraw some permitted development rights in a specified area.

Class E to residential

You must apply for planning permission if you want to change the use of a commercial, business and leisure (class E) building to residential (class C3) in:

  • central activities zone
  • railway arches
  • town centres
  • new Southwark Plan site allocations
  • strategic protected industrial land
  • shopping frontages
