Community Infrastructure Levy (CIL)

Neighbourhood element of CIL

Of all Southwark CIL received, the funds are divided between three sources: 

  • 70% Strategic CIL - made available to borough-wide infrastructure, for example construction of new tube stations 
  • 25% Local or Neighbourhood CIL - made available to local community areas 
  • 5% funds the administration of Southwark’s CIL

To support growth and tackle inequalities, Southwark Council have committed to spend 25% of its CIL receipts on priorities that are to be agreed by the local community in areas where development is taking place. 

Unlike the strategic portion, the neighbourhood portion of CIL can be spent on a wider range of things than the rest of the levy, provided that it meets the requirement to ‘support the development of the area’. 

The 25% of funds raised each year will be allocated through Community Investment Plans, which is in line with the social regeneration charter in the ward area. It sets out the selected projects considered to have the most strategic benefit for the whole ward, or alternatively meet a specific ward issues which councillors for that ward identified as a priority. 

In March 2020, we launched an online consultation which generated over 1000 project suggestions from residents. These were then considered by ward councillors and formulated into the community investment plans, covering proposals from improvements to parks, the public realm and community buildings. 

In December 2020, the cabinet approved the Community Investment Plans for Borough and Bankside, Chaucer, Dulwich Wood, London Bridge and West Bermondsey, North Bermondsey, North Walworth, Nunhead and Queen’s Road, Peckham, Peckham Rye, Rotherhithe, St George’s, and Surrey Quays. 

The second set of Community Investment Plans was submitted to cabinet for approval in January 2021 that include Camberwell Green, Champion Hill, Dulwich Hill, Dulwich Village, Faraday. Goose Green Newington, Old Kent Road, Peckham, Rye Lane, South Bermondsey, St Giles. 

A further report will be submitted to Cabinet by mid 2021 to reflect on lessons learned from the process to develop Community Investment Plans, with recommendations that will inform the future allocation of neighbourhood CIL.
