Statement of community involvement
The Statement of Community Involvement (SCI) sets out how and when the council involve the community in:
- The development of planning policy and guidance documents.
- Applications for development proposals submitted to the council for planning permission.
The current SCI was adopted in 2008 and can be found below:

Please note, parts of the council’s decision making process as set out in the SCI has since been superseded by the council’s constitution. This includes decisions on planning applications, release of Section 106 monies and designation of conservation areas determined at planning committee and planning sub-committees. Details of these decision making processes can be found here.
Draft Development Consultation Charter
The draft Development Consultation Charter was approved at Cabinet on 30 April 2019 and is now used in the validation of pre-application requests and planning applications for major and strategic applications. The charter is a guide setting out the consultation requirements to be carried out by developers for proposed development.
The template for the pre-application engagement plan is here (docx, 22kb). The template for planning application engagement summary is here (docx, 23kb). These must be completed and the relevant information provided for validation.
