Tenant Management Organisations (TMOs)
Setting up a TMO
A TMO can be set up by any democratic group of tenants and leaseholders. We provide funding to help these groups get all the training, support and expertise they need to take over the management of housing services.
A TMO can’t become operational until:
- it has been judged competent by an independent agency
- a majority of the residents in the managed area have given their approval in a secret ballot
Our relationship with a TMO is set out in a Management Agreement, which must be approved by the Secretary of State.
The Management Agreement sets out which services the TMO will manage and which services we'll continue to manage.
