Description
This film, commissioned by the Camberwell Borough Council is about a barrowboy (played by Richard Waring) who is in court for not paying his rates. The Judge, (played by Gilbert Harding), calls the Clerk of Camberwell Council to the witness stand to give a history of local government and how its rates are spent which we see through illustrations by local children and fantastic footage of Camberwell Borough Council past, including its parks, libraries and leisure facilities.
