Proposed lane rental scheme
We are considering introducing a lane rental scheme to reduce roadwork disruptions. Have your say in our consultation.
We are considering introducing a lane rental scheme on some of Southwark's road network to reduce roadwork disruptions. This is in accordance with the Street Works (Charges for Occupation of the Highway) (England) Regulations 2012 (the Lane Rental Regulations) made under Section 74A.
We are holding a public consultation to hear your views on the scheme from 1 August to 29 August 2025.
The consultation complies with the ‘Lane Rental Schemes: Guidance for English Highway Authorities’ issued by the Department for Transport on 3 April 2025.
The benefits of a lane rental scheme
We're committed to being a clean, green and safe borough. Traffic congestion affects communities, journeys, the economy and the environment. We believe the lane rental scheme will:
- achieve better control of roadworks and street works in Southwark
- reduce disruption in the most sensitive parts of the network at the most sensitive times
The scheme will support the Mayor of London’s election pledge to expand lane rental across London.

We have worked with Transport for London (TfL) to develop the scheme and consulted with representatives of other London boroughs.
We have used TfL’s pan-London borough data analytical approach to decide where to apply lane rental charges and how much to charge.

To comment on, or object to the proposals, send your comments in writing before 11.59pm on 29 August 2025.

What happens next
We'll review all comments at the end of the consultation period. We will use them to make a final decision on whether to proceed with a lane rental scheme and if so, what form it should take.
A report will be published to respond to questions raised throughout the consultation period.
If we decide to proceed, we will need to apply to the Department for Transport to implement a lane rental scheme. Depending on the outcome of the consultation, this would happen in Autumn 2025.
