Elephant and Castle SPD

The Elephant and Castle Supplementary Planning Document/Opportunity Area Planning Framework (SPD/OAPF) (pdf, 9.9mb) was adopted in 2012. It sets out our vision for the Elephant and Castle opportunity area and provides a framework to guide development over the next 10-15 years, ensuring that regeneration is coordinated and sustainable.

The SPD is also an opportunity area planning framework (OAPF) which will be used by the Mayor of London to guide his decisions on planning matters in the area.

The SPD/OAPF provides guidance on:

  • the mix of shops, businesses and other activities such as arts, leisure and cultural provision
  • the amount of new homes that may be built and their location
  • the design and built form of new buildings, including the height, bulk and massing
  • the character of areas and heritage assets
  • public realm improvements and the creation/enhancement of open spaces and improvements to the connections between them
  • tree cover and opportunities for new tree planting to reinforce character, help adapt to climate change and provide wildlife habitat
  • the public transport, walking and cycling network improvements, which will be required to accommodate growth and development
  • environmental standards which new development will need to meet
  • the infrastructure and funding needed to ensure that growth in the area can be accommodated sustainably - such as improving social and community infrastructure, upgrading of public transport and public spaces
