Is my request within the scope of the LPA project

There are significant costs associated with making even minor adjustments to parking.

Those costs may include site assessments, preparation of drawings, public consultation, council decision making, project management, road safety audits, traffic order statutory consultation and, finally, the actual changes to road markings and traffic signs.

It's not good practice and poor value for money to make these changes as and when they arise. It's more economical to batch issues together and carry out a parking project or a 4th stage parking zone review.

Whether a request is in or out of scope of LPA will be decided on a case-by-case basis by a senior engineer - but the general guidelines are below:

In scope: Non-strategic changes (defined in the Southwark constitution) Eg. Double yellow lines on a junction. Duty placed upon authority that is resolvable with changes to parking regulations. Redundant parking bays. Minor changes to waiting and loading arrangements.

Out of scope: Strategic changes (defined in the Southwark constitution) Matters not defined above. Eg. policy changes. Changes to hours/days of zone operation. Changes to the ‘type’ of existing parking bay (such as p&d to permit). Impact upon revenue. Changes with a wide level of interest that would require substantial informal consultation.
