Council’s work with young offenders recognised by national inspectors

The Inspectorate’s report into the service found excellent work being undertaken to understand the particularly complex situations of children and young people, many of whom are both victims and perpetrators of serious violence. In an unusual step, the Inspectorate published Southwark’s model of case management as an appendix to the report, allowing other councils to replicate the council’s approach.

The council’s key strengths, as highlighted by the Inspectors, were:

  • Excellent quality of assessment and planning, leading to focused and individual programmes of work
  • Effective balance of managing offending, risk of harm and vulnerability issues
  • Energised, knowledgeable and skilled staff team, well supported by colleagues and managers
  • Effective and supportive management oversight, appreciated by staff, which ensured joint responsibility and shared decision making in complex cases
  • An effective model of case management carefully implemented and resourced
  • Collaborative joint working with parents and carers
  • Evidence that staff had established meaningful relationships with children and young people

Cllr Victoria Mills, Cabinet Member for Children and Schools, said: "Our youth offending service works extremely hard to help some of our most vulnerable young people get back on the right path, and this hugely positive report reflects their efforts. I’m very proud of this success, which shows our approach is helping young people and families across Southwark, and we will continue to build on this work to give all our young offenders the chance to turn the corner and make a new start."
