Neighbourhood Planning
Neighbourhood Plannning was introduced under the Localism Act to give members of the community a more hands on role in the planning of their neighbourhoods.

The Localism Act 2011
The Localism Act received Royal Assent on 15 November and is now law.
The measures that the Act introduces, including those for neighbourhood planning, are expected to be in place by April 2012. The detailed arrangements for neighbourhood planning will be governed by regulations that are not yet finalised.
The Government is currently seeking comments on draft regulations that can be found on the Department for Communities and Local Government website. This consultation closes on 5 January 2012:

The draft regulations set out the process by which community groups can apply to be recognised by the local authority to be recognised as a neighbourhood forum for the purposes of preparing a neighbourhood development plan or a neighbourhood development order.
As these regulations are still in draft form and have not been brought into force, the council is not yet in a position to receive applications for recognition as a neighbourhood forum under the Localism Act 2011.
