If you want to challenge the issue of a penalty before you have received your 'notice to owner', you must explain exactly why you think the penalty charge should be cancelled.
You will need to note exactly what happened and provide any other documents that you think will help your case.
You can challenge a penalty charge online.
The online facility allows you to see the photographs that are normally taken when a penalty is issued. These will be available to be viewed two days after the issue date.
If you decide to write and send your appeal by post, please make sure that you give us the following information in your letter:
- Your vehicle registration number
- The date you received the penalty charge
What happens next?
When we have received your enquiry we will consider your case and make a decision. We try to reply to your letter normally within 15 working days.
If we think there are exceptional circumstances and cancel your penalty charge, we will write to tell you.
If your reasons are not accepted, we will write to you to tell you why and explain the appeals system. If we receive your early correspondence within 14 days of the date the penalty charge was issued, we will allow you an additional 14 days to make the payment at the discounted rate if we reject your challenge.
