Examination in public information
The planning inspectorate appointed Mr Andrew Seaman BA (Hons) MA MRTPI to hold the examination into the soundness of the Canada Water Area Action Plan.
The examination in public hearing sessions were held from 2 August 2011 to 11 August 2011 for five days. The examination in public has now closed.
Update
The Canada Water AAP has been found sound. We published the Inspectors report on 15 December 2011. The AAP will be adopted in March 2012.
Hearing information
Further details on the hearing programme and the matters and issues that were addressed at each hearing session are as follows:
- A revised hearing agenda for Thursday 11 August is now available. It will be held at Southwark Council, 160 Tooley Street, London, SE1 2QH
- We have updated the housing, infrastructure, retail and employment background papers and the Equalities Impact Assessment and sustainability statement to take account of new policy and other factual changes which have occurred since March 2010 and to set out any implications for the Area Action Plan (AAP)
- Further to the submitted table of proposed changes (March 2010) we have prepared a consolidated table of proposed changes for consideration by the Inspector and a table of changes arising from the EiP
- The inspector requested any further statements on the Matters and Issues to be submitted by 13 July 2011. These have been taken into account by the Inspector prior to the EiP. Any additional information submitted at the hearing sessions is available.
Further correspondence with the inspector in relation to its evidence base supporting the AAP (open spaces and the Harmsworth Quays site, identified as Site CWAAP12 within the submitted Canada Water Area Action Plan (AAP) has been prepared and submitted for consideration.

News
The inspector asked the council on 2 August 2011 to respond to the case of Save Historic Newmarket Ltd v Forest Heath District council (2011) EWHC 606 in relation to whether the council is satisfied that the submitted sustainability appraisal accompanying the area action plan adequately summarises or repeats the reasons that were given for rejecting various alternative options at the time they were ruled out and that those reasons are still valid. The council responded accordingly at the Matter 1 hearing session on 2 August 2011.
Invitation for representations on the government's draft national planning policy framework (NPPF)
As part of the examination in public, views are invited on whether the draft National Planning Policy Framework has any particular implications for the Canada Water AAP. The draft national planning policy framework (NPPF) sets out the government's economic, environmental and social planning policies for England. These policies articulate the government's vision of sustainable development, which should be interpreted and applied locally.
The inspector is inviting written representations to be submitted to the EiP programme officer by 5pm on Friday 26 August 2011. The representations will be taken into account by the inspector at the examination in public.
Invitation for representations on the government's 'planning for growth' agenda
The inspector is inviting views on the written ministerial statement 'Planning for Growth' (23 March 2011) from the Minister of State for Decentralisation and its implications for the Canada Water AAP. The statement sets out the Government's commitment to reforming the planning system so that it promotes sustainable growth and jobs.
The inspector is inviting written representations to be submitted to the EiP programme officer by 5pm on Monday 18 July 2011. The representations will be taken into account by the inspector at the examination in public.
The appointed planning inspector, Mr A Seaman, arranged an exploratory meeting with the council to discuss the progression towards an examination in public (EiP) on 5 April 2011.

A pre-hearing meeting was held on Wednesday 17 November 2010, at Southwark Council's Tooley Street offices to discuss the management of the examination.
