The Valuation Office Agency (VOA) is part of the Inland Revenue and is independent from the council. Its officers will set a rateable value (RV) for each non-domestic property.
The RV is broadly based on the yearly rent that could be received for the property if it were let on the open market on a particular date, which may not be the same as the rent you actually pay. This amount is revalued every five years and the latest revaluation is effective from 1 April 2010.
