Applying for a licence

To apply for a licence, set up an account on the Property licensing portal. The portal is linked to MySouthwark, so if you have a MySouthwark account you can use your log in details to access the property licensing portal.

Once you've set up or logged into your account, you'll be taken to your property dashboard where you can start a new application, edit or complete an existing application and make online payments.

Our secure online payment system allows you to pay your licensing fee. Debit and credit card details are encrypted (coded) and are not retained in the system. The server on which they're held has been certified for security by our bank.

If you're unable to make an online payment, complete the form and contact us to arrange another payment option. You may be charged £50 on top of your licensing fee for the administration costs in processing your payment.

If you're unable to make an online application, contact us for a paper copy. You may be charged a £200 administration fee (this includes the £50 fee for an alternative way to pay).

Completing the form

We advise that you read the guidance notes (pdf, 1.1mb) before applying.

If you're applying for a licence for a single family/individual property, the form will only allow applications for properties within the selective licensing scheme area.

If you're applying for a HMO licence, the form will only allow applications for properties within the borough of Southwark. If you believe your property does require a licence and is within the boundaries but the forms won't allow you to apply, email us.

Documents you'll need

  • plan of the property - can be a single line drawing that shows the basic layout of each floor with room sizes, in square metres, for each room; the plans don't need to be drawn to scale or drawn by a professional
  • a fire detection system and emergency lighting certificate where appropriate (for HMOs only)
  • landlord's gas safety record
  • electrical test certificate
  • if you're claiming the 20% discount for accreditation, you must upload a copy of your accreditation certificate
All certificates must be current and valid

After you've applied and paid for your licence

Once you've made your application online, you'll be sent an invoice via email detailing the fee, how it's been calculated and any discounts applied. You can then pay online via the licensing portal or contact us if you need to pay another way. Once you've paid the correct fee, you’ll receive a receipt and we'll process your application.

We may contact you to arrange an appointment to inspect the property. The inspection will verify the contents of your application form and carry out a risk assessment of the conditions at your property. The risk assessment is used to make a quick assessment of the condition of your property and to prioritise any necessary further inspections.

You'll then receive either a draft licence or a notice of refusal to grant a licence. We'll post these to you and all interested parties.

Once we've posted the draft licence or refusals, there'll be a 14 day period for you and any interested parties to make representations to us on the contents of the licence or against the refusal. We'll include this form in the draft licence pack that we send to you. You can complete this form and return it to us or email us.

We aim to consider any representations within eight weeks of receiving them and may contact you to discuss your representation. If we don't agree with the representations, we'll issue a full licence with the same conditions stated in the draft. If we agree with any of the representations, we'lll issue a new draft licence with the altered conditions. There will then be another 14 day representation period of all interested parties.

Once the consultation period has ended, we'll serve a notice stating whether the licence has been granted or refused. Where a licence has been granted, you'll receive the full licence at that time.

If you don't agree with the licence's conditions or with our decision to refuse a licence following the outcome of the representation, you can appeal to the Residential Property Tribunal. Details on how to appeal will be provided on the notice.

After the full licence has been issued, we'll visit the property again to ensure that all conditions on the licence have and are being complied with.
