Elephant and Castle SPD /OAPF
Over the next 15 years a range of developments are expected to take place in Elephant and Castle, including new housing, retail, business and open spaces. To set out the overall plan for how development in the area should happen, we are preparing a supplementary planning document (SPD) for the Elephant and Castle opportunity area. The SPD will also be an opportunity area planning framework (OAPF) which will be used by the Mayor of London to guide his decisions on planning matters in the area.
The SPD also needs to have a Sustainability Appraisal (SA) which is prepared to ensure the policies will achieve social, economic and environmental sustainable development and an Equalities Impact Assessment (EqIA) which looks at the impact of the Elephant and Castle SPD on the nine groups with protected characteristics in accordance with the Equalities Act 2010.
The draft SPD will provide guidance on:
- The mix of shops, businesses and other activities such as arts and cultural provision
- The amount of new homes that may be built and their location
- The size and design of new buildings, including opportunities for tall buildings
- Public realm improvements
- The creation of new open spaces and improvements to the connections between them
- Tree cover and opportunities for new tree planting to reinforce character, help adapt to climate change and provide habitat for wildlife
- The character of areas and heritage assets
- Opportunities to provide a new energy distribution network
- The public transport, walking and cycling network improvements which will be required to accommodate growth and development
- The infrastructure and funding needed to ensure that growth in the area can be accommodated sustainably such as leisure, health, community facilities
As part of the preparation of the SPD, community consultation is being carried out to make sure that local residents, businesses and stakeholders have a chance to input into the proposed guidance for the area.

The draft SPD was available to the public for consultation from 15 November 2011 until 7 February 2012.

Next Steps
- We are currently reviewing all of the responses submitted on the draft SPD and the feedback and comments obtained from meetings, exhibitions and workshops.
- We will be considering whether we need to make amendments to the SPD to take into account suggested changes from consultation responses.
- We will provide officer comments on all the individual responses we have received. These comments will set out whether we have changed the SPD to reflect the response, and will explain our reasoning for why we have/have not amended the SPD.
- The SPD will be taken to our Cabinet for adoption on 20 March 2012
- We will provide Cabinet with a Consultation Report setting out a summary of the responses we have received and how we have taken the comments into consideration, and also a statement showing how we have met the requirements of our Statement of Community Involvement. We will also provide Cabinet with the original responses that have been submitted and our officer comments. Documents for Cabinet will be available to view here
We will publish a summary of the main issues raised and council officers' preliminary response on 8 March 2012.
