Penalty Charge Codes

The table below shows all the penalty codes displayed on Southwark penalty charge notices (parking tickets).  The description column shows the official parking contravention as described by the London Council's. The information column provides further info about the regulations for this penalty code.

Higher level penalty charge contraventions - On street

Code Description of penalty code Information

Parked in a restricted street during proscribed hours.

Vehicle was parked on a yellow line or in a street where there is a temporary waiting restriction.

Parked or loading/unloading in a restricted street where waiting and loading/unloading restrictions are in force.

Vehicle was parked where there is a yellow line and yellow markings on the kerb.

Parked in a residents' or shared use parking place without clearly displaying either a permit or voucher or pay and display ticket issued for that place.

Parked in a resident or shared use bay without clearly displaying a permit or ticket that allows the vehicle to park there.

Parked in a resident parking space without clearly displaying a valid residents' parking permit.

Please Note: This contravention code will be replaced by codes 12 and 19 from July 1 2007, when differential Penalty Charges are implemented

A resident permit must be clearly displayed on the windscreen.

Parked in a permit space without displaying a valid permit

The appropriate permit for that space must be clearly displayed on the windscreen.

Parked in a loading gap marked by a yellow line.
This is a yellow line in between two parking spaces.

Parked in a suspended bay/space or part of bay/space.
A suspended bay is marked by a yellow triangular sign, which gives details of the date/time and area suspended.

Parked in a parking place or area not designated for that class of vehicle.

Only certain vehicles may park in some places – check the parking sign for further information.

Parked in a loading place during restricted hours without loading.

Loading places are for loading and unloading only - not for parking.

Vehicle parked more than 50cm from the kerb and not within a designated parking place.

You may not 'double park'. This applies even if there is no other vehicle present.

Parking adjacent to a dropped footway.

Parking in front of a dropped kerb at a junction or in front of driveway access to a private property from carriageway is not permitted at anytime including evenings and weekends.

Vehicle seen contravening bus lane.

You may not park or drive in a bus lane.

Parked in a designated disabled person's parking place without clearly displaying a valid disabled person's badge.

Only orange/blue badge holders may park in a disabled person's space.

Parked on a restricted bus stop/stand.

You may not park at a bus stop or stand.

Stopped in a restricted area outside a school.

This is shown by yellow zig-zag markings. You may not stop there for any reason.

A commercial vehicle parked in a restricted street in contravention of the overnight waiting ban.

No commercial vehicle over 5 tonnes in weight may park overnight in London streets.

HGV parked with one or more wheels on any part of an urban road other than a carriageway (HGV footway parking).

HGV's or heavy goods vehicles must not park on any part of the pavement.

Parked with one or more wheels on any part of an urban road other than a carriageway (footway parking).

Vehicles must not be parked on any part of the pavement.

99

Stopped on a pedestrian crossing and/or crossing area marked by zig-zags.

Vehicles must not stop on a pedestrian crossing or in the white zig-zag area.

Lower level penalty charge contraventions - On street

 05 

Parked after the expiry of paid for time.                             

you must move your car before the pay and display ticket.                                      

 06 Parked without clearly displaying a valid pay & display ticket.     The pay and display tiecket must be clearly displayed in the vehicle.
 19 Parked in a residents' or shared use parking place displaying an invalid voucher or an invalid pay & display ticket.

Parked in a resident or shared use bay displaying an invalid permit or ticket.

 22 Re-parked in the same parking place within one hour of leaving. You must not return to the same place within a specified period of leaving it.
 24 Not parked correctly within the markings of the bay or space. All the wheels must be within the parking space.
 30 Parked for longer than permitted This applies in a free parking space with a restriction on the length of stay.

Lower level penalty charge contraventions - off street

 82  Parked after the expiry of paid for time           You must move your car before the pay and display ticket expires
 83 Parked in a car park without clearly displaying valid pay & display ticket The pay and display ticket must be clearly displayed in the windscreen
