Parking on EstatesSouthwark Council operates a housing estate parking enforcement scheme on all the estates in the borough. The aim of the scheme is to reduce the large number of abandoned and untaxed vehicles on estates and risks to resident's health and safety. The scheme makes parking safer for residents and more environmentally friendly.
The scheme operates from Monday to Sunday, between 7am and 11pm.
Removing abandoned vehicles from housing estates
Abandoned vehicles take up valuable parking spaces on estates and they are a health and safety risk to residents. We remove abandoned vehicles from housing estates because they are
- At the end of their life
- Or they prevent us from carrying out essential services
To prevent abandoned vehicles taking up valuable parking spaces and causing a health and safety risk, contact us on 020 7525 2000 or email Parking@southwark.gov.uk. We will come and remove the vehicle for free.
Why vehicles are clamped or removed
- The vehicle is not parked in specially marked (designated) parking spaces
- It does not display a valid tax disc
- The vehicle is parked in a yellow hatched area, or on a double yellow line
- It does not display a valid permit
- If a parked vehicle prevents essential services from carrying out their duties
- The vehicle is a target for anti-social behaviour and endangers the public
- The vehicle is not carrying out a specific service and is oversized
- Vehicles covered in tarpaulin do not receive any special privileges. Additionally, SORN from the DVLA does not apply on the estates
- The vehicle is damaged
If you damage your vehicle, please report it immediately to your area housing office. Click here to find your nearest area housing office. They will decide if the vehicle is safe to stay on the estate. If you have to move it off the estate, you will be responsible for any parking cost.
For health and safety reasons, if you don't report your damaged vehicle, it will be removed and stored in a car pound. You will be required to pay for the vehicle's storage fees and its release.
Garages
We have a large number of garages that are available for residents to rent. We will add your details to a waiting list if you live in an area where demand is high. The council cannot be held responsible for anyone failing to adhere to the terms and conditions of the estate parking schemes.
Disabled parking
Wherever possible, the council endeavours to provide parking for disabled residents and visitors. We need to be informed of local requirements so that we can address the need for disabled parking. The council cannot guarantee disabled bays for residents unless strong medical evidence supports each case. The only means of securing a disabled bay is to install a locking post. This will incur a weekly rental cost to be decided by the area housing office. The council expects all disabled drivers to obey the time conditions.
When vehicles are not clamped or removed or enforced against
Vehicles will not be clamped or removed or enforced against if the following circumstances apply
- The vehicle displays a valid disabled driver's badge, the vehicle parked properly and the driver can confirm that they are visiting a resident living on the estate. Disabled vehicles should however NOT park on double or single yellow lines.
- The vehicle is removed within one hour of unclamping
- The vehicle is registered to an undertakers, or gas or electricity personnel who are on business on the estate
- The vehicle belongs to an emergency service such as the police, ambulance or fire service
- The vehicle was taken without consent, (stolen) and this can be proven and pre-dates the enforcement
- The vehicle is displaying a health emergency badge
- It is a post office vehicle
- It is a licensed hackney carriage vehicle with the driver present and awaiting clients
- The vehicle is actively involved in loading or unloading, as required by the five-minute observation rule
Parking enforcement attendants have to observe a vehicle in situ for at least five minutes before they enforce against your vehicle.
