Ballot for the Waterloo Quarter Business Improvement District

Notice of ballot

In accordance with Part 4 of the Local Government Act 2003 and The Business Improvement Districts (England) Regulations 2004, a notice of ballot (pdf 49 kb) is hereby published for the proposed extension of the Waterloo Quarter Business Improvement District (BID) into Southwark.

A summary of the proposed BID arrangments (pdf 85 kb) for the Waterloo Quarter Business Alliance (WQBA) has been published and includes a description of the area in Southwark that will be covered by the BID.

The BID ballot

The ballot is a secret ballot and will be conducted entirely by post under the direction of the ballot holder.  Ballot papers will be posted to all eligible voters on or by January 24 2008 and all ballot papers must be returned to:

by 5pm Thursday February 21 2008.

All business ratepayers, non domestic, in the defined BID area and who are listed on the Council’s database as at January 10 2008 are eligible to vote in the ballot, except, for the following exclusions:

  • Those hereditaments with a rateable value of less than £5,000
  • Central List properties that are not contained in the local rating list
  • Those hereditaments listed as advertising rights, communication stations and kiosks
  • Peabody Estate Office and Friars' Primary School

People entitled to vote in this ballot will have one vote in respect of each hereditament occupied or, if unoccupied, owned by them in the area of the proposed BID.

Persons eligible to vote in the BID ballot may appoint someone else to vote on their behalf. Applications to appoint a proxy must be submitted to Electoral Reform Services no later than 5pm on Monday February 11 2008

If you, or your proxy, do not receive your ballot paper by Friday February 15 2008 you may apply to Electoral Reform Services for a replacement, providing evidence as to your identity.

If you, or your Proxy, spoil your ballot paper you can return it to Electoral Reform Services (ERS).  On receipt of the spoilt ballot paper, ERS will issue a replacement.  No replacements can be issued after Monday February 18 2008.
