What is the CPA?

The government assesses the performance of every authority in England and Wales through the comprehensive performance assessment (CPA).

The Audit Commission ranks each authority on the following scale of improvement

The commission reaches its overall rating by looking at four areas

Direction of travel – what progress the council has made in the past year
Use of resources – how the council manages its finances and provides value for money
Service performance – how the council's main services perform
Corporate assessment – how the council is run
