Meet the Executive
Leader - Cllr Nick Stanton (Liberal Democrat)

Councillor Stanton provides leadership of the council, by setting the strategic direction and key priorities, overseeing the development of the financial strategies, customer relationships policy, and representing the council in the community and in negotiations with regional and national organisations. The leader is also responsible for schools and educational attainment, working closely with the executive member for children’s services in relation to her statutory role as lead member for children’s services. In the absence of an executive member the leader will have responsibility for all relevant matters within the remit of the executive.
He has particular responsibility for:
- performance management
- external communications and the reputation of the council
- strategic partnerships, the creation and development of a local area agreement, relationships with government and local authority associations
- oversight of the Potter’s Field project.
Schools and educational attainment
- ensuring continuing improvement in attainment in all Southwark schools, including academies
- post-16 education
- services for schools and pupils
- the Southwark Schools for the Future programme, including both our secondary (Building Schools for the Future) and primary capital programmes
- monitoring the expenditure of direct schools grant.

Deputy leader and executive member for housing - Cllr Kim Humphreys (Conservative)
Councillor Humphreys deputises in the leader's absence and is lead member for the executive’s relationship with scrutiny.
He is also responsible for the housing portfolio, including housing management, community housing services, including homelessness and sheltered housing, housing allocations, general management and setting of the housing revenue account, the housing investment programme and leasehold management and will work closely with the executive member for health and adult care (with regard to the housing needs of vulnerable adults).
He has particular responsibility for:
- Housing strategy
- Creating a step change improvement in housing customer care
- Improving mechanisms for engaging with council tenants
- Ensuring that the repairs service continues to improve
- Ensuring that service charges for leaseholders are accurately estimated and billed
- Explaining the cost of major works to leaseholders and ensuring that they receive value for money
- Renewal and refurbishment of council housing, including maintenance and re-housing arrangements as part of major regeneration projects

Executive member for children's services - Cllr Lisa Rajan (Liberal Democrat)

Councillor Rajan assumes the statutory role of lead member for children’s services in accordance with the guidance produced by the Department for Children, Schools and Families (DCSF), including responsibility for children's social care, early years and youth services, the inclusion agenda, and work to develop and implement the children and young people's plan. Councillor Rajan will hold political accountability and exercise leadership over all areas included in DCSF guidance. She will also be responsible for adult learning and will work closely with the leader of the council (with regards schools and educational attainment), the executive member for health and social care (with regard to children’s health) and with the executive member for community safety (with regard to children’s safety and youth offending).
She has particular responsibility for:
- ensuring the council, with its partners, delivers the Every Child Matters outcomes for children and young people in Southwark including closing the gap between the most vulnerable and their peers
- the development of integrated services to children across Southwark, including those of voluntary and community sector partners
- delivering and updating the children and young people’s plan, including the key priorities of teenage pregnancy, obesity, attainment, reduced crime against young people and more for young people to do
- ensuring sufficient provision of quality, affordable childcare places across the borough
- developing the preventative agenda so that fewer children require intervention later in life
- ensuring that children, young people and parents are involved in service improvement and are supported in making an effective contribution to service design and evaluation
- safeguarding children, including ensuring that all staff understand their responsibility for child protection and that all relevant agencies share responsibility for safeguarding and promoting welfare
- the corporate parenting role for children looked after by the council
- monitor performance management and financial systems, to ensure improved outcomes for children and young people
- ensuring recommendations from the joint area review are implemented.

Executive member for citizenship, equalities and communities - Cllr Adele Morris (Liberal Democrat)
Councillor Morris' portfolio is to improve the representation and engagement of all Southwark's diverse communities, including those hardest to reach, to promote equality of opportunity, eliminate unlawful discrimination and promote social cohesion. She works closely with the executive member for regeneration on social inclusion, and with all executive members to promote equality of opportunity, celebrate diversity and improve community engagement across all portfolio areas.
She has particular responsibility for:
- Relationships with the voluntary sector
- Further development of community councils
- Review of community engagement
- Improvement and review of relationships with the voluntary sector

Executive member for community safety - Cllr Linda Manchester (Liberal Democrat)
Councillor Manchester's portfolio is to deliver the Safer Southwark Partnership's strategic objective of a safer Southwark and the management of council initiatives and services concerned with community safety and anti-social behaviour, enforcement policy, emergency planning and business continuity.
- She has particular responsibility for:
- Crime and drugs strategy
- Licensing
- Lobbying for more police officers and 24 hour police stations in all localities
- Improving the community warden service
- Southwark anti-social behaviour unit
- Alcohol control zones
- The noise team
- Promoting links between elected members and safer neighbourhood teams
- CCTV and other safety measures in public places
- Public protection including environmental health and trading standards
- Youth offending teams

Executive member for culture, leisure and sport- Cllr Lewis Robinson (Conservative)
Councillor Robinson's portfolio is to promote and develop sport and culture in the borough, including leisure services and facilities, sports development, arts, museums and heritage, and libraries.
He has particular responsibility for:
- The performance of Fusion Leisure Trust
- Implementaion of the borough's leisure investment programme
- Southwark Community Games and other events
- Lobbying for an Olympic legacy for Southwark
- Improving the quality, standard and offering of libraries in the borough
- Ensuring that sports, leisure and arts opportunites are realised by major regeneration projects in the borough.

Executive member for environment - Cllr Paul Kyriacou (Liberal Democrat)
Councillor Kyriacou's portfolio is to continue working towards a cleaner and greener borough, including responsibility for waste management, street scene and highway infrastructure, traffic management and parking enforcement, parks and open spaces, and recycling.
He has particular responsibility for:
- Maintaining the improvements in street cleaning
- Increasing the rate of recycling
- Oversight of the relationship with the council's waste partner
- Introducing a comprehensive climate change policy
- Ensuring sustainability across all council departments
- Markets and street trading
- Lobbying for external investment in Burgess park as part of the Aylesbury redevelopment

Executive member for health and adult care - Cllr David Noakes (Liberal Democrat)
Councillor Noakes's portfolio is to improve the health of the borough and to safeguard the needs of vulnerable adults, including health promotion, the provision of personal social services, services to older people, services to people with disabilities, services to those with HIV/Aids and/or those with drug and alcohol problems, services to those with mental health needs and 'supporting people'. He works closely with the executive member for children (with regard to children’s health) and the deputy leader (with regard to the housing needs of vulnerable adults).
He has particular responsibility for:
- The public health agenda
- Transforming adult social care
- Further integration of health and social care
- Influencing the development of new community health and social care services including those being developed in the new Dulwich Community Hospital
- Ensuring close and productive relationships with other members of the healthy southwark partnership.

Executive member for regeneration - Cllr Paul Noblet (Liberal Democrat)
Councillor Noblet's portfolio is to facilitate the sustainable regeneration of Southwark’s communities, promote investment, improve access to jobs in Southwark, and improve housing standards in Southwark. He works closely with the deputy leader to ensure a coordinated approach to housing issues, and with the executive member for communities on social inclusion.
He has particular responsibility for:
- All major regeneration schemes, including Elephant & Castle, Aylesbury, Canada Water and Bermondsey Spa, including the social housing component of these schemes, in particular ensuring benefits for all Southwark’s communities
- Development of the local development framework
- Promoting fair pay, market development and fair trade
- Lobbying for major improvements to public transport, including local train stations, and all issues relating to the proposed Cross River Tram and the extension to the East London Line
- Housing renewal strategy
- Continuing improvements in planning performance

Executive member for resources - Cllr Tim McNally (Liberal Democrat)
Councillor McNally's portfolio is to ensure sound business planning and financial probity within the corporate framework, including the new medium term financial strategy and all financial management of revenue and capital, the capital programme and the management of capital receipts.
He has particular responsibility for:
- Oversight of the modernisation process
- Provision of ICT
- The office accommodation strategy and management of the council’s property portfolio, including all disposals and acquisitions
- Human resources
- Corporate procurement
- Corporate Debt Strategy
- Income management
- Efficiency, including realising savings from the policy and resources strategy
- Audit and risk management
- The customer service centre, including the final phase of transition, improved customer service and better integration with back office services
