Summary

This page provides information on the Southwark/Lambeth joint health scrutiny committee. The committee has been reviewing local changes to the provision of crisis mental health services.

Background

Local authority health scrutiny committees are required to establish a joint health scrutiny committee to consider and respond to health service proposals for development of or variation to services that affect more than one local authority area and that are considered "substantial" by the health scrutiny committees for areas affected by the proposals.

Purpose/aims of the joint committee

A joint Southwark/Lambeth health scrutiny committee was set up to scrutinise South London and Maudsley [SLaM] NHS Trust's proposals for providing crisis mental health services differently. The trust's formal consultation period ran from November 2005 to March 2006 during which time the trust formally consulted with other stakeholders. As a parallel process the joint committee scrutinised  both (a) the trust's proposals and (b) the adequacy of its consultation with scrutiny and reported back to SLaM. A copy of the joint committee's final report and the trust's subsequent response to this can be found below.

The joint committee's decision on the proposals

Although the joint committee and the trust, together with the Primary Care Trusts for both boroughs, sought local resolution on the proposed options for providing crisis mental health services, the Joint Committee ultimately did not believe that the reconfiguration proposals were in the interest of local health services. Accordingly, in August 2006 the joint committee referred the matter to the Secretary of State for Health. The Secretary of State for Health's response and direction to the local health trusts

Subsequently, in January 2007 the Secretary of State for Health responded to the joint committee's referral, directing the local health trusts to implement SLAM's proposals for reconfiguration of mental health crisis services locally.
