Overview and Scrutiny CommitteeWhat the committee does
The overview and scrutiny committee (OSC) is the main co-ordinating scrutiny body. The committee appoints five sub-committees and is responsible for their overall management; the children's services and education sub-committee and health and adult care sub-committee and three other "task and finish" sub-committees to look at particular issues allocated to them by OSC.
OSC can examine and monitor the performance of services provided by the council and other agencies. It can review the council's budget and policies. Past reviews include Thames Water's response to a burst water main, the experience of residents with major works on estates, local strategic partnerships and the council's customer services centre. The committee questions executive members about how they are improving services. In 2008-09 it will interview the council leader, deputy leader and executive members for
- citizenship, equalities and communities
- community safety
- culture, leisure and sport
- environment
- regeneration
- resources
OSC also
- Comments on reports from sub committees before they are submiiteed for consideration by the executive or council assembly
- Can call in decisions taken by the executive and recommend that they are changed or reconsidered
- Periodically reviews scrutiny procedures
- Reports annually to the council assembly on what scrutiny has been doing
