Planning Committee

Summary of objectives

To consider

  • Strategic planning issues
  • Planning applications including Listed Building consent, Conservation Area planning consent and the designation of conservation areas
  • The expenditure of funds secured through legal agreements under Section 106 of the Town and Country Planning Act 1990, or any previous legislation

After the creation of the Community Councils the Committee will continue to consider and determine all planning applications of strategic importance in the borough, including

  • Applications which require referral to the Mayor of London
  • Applications which are required to be notified to the Secretary of State as departures from the Unitary Development Plan
  • Applications where the submission of an Environmental Impact Assessment is required by regulation or following screening application
  • Applications for the development of contaminated land
  • Specific applications not covered by the above but determined as strategic by the Strategic Director of Regeneration

(Covered under Article 4 of the Town and Country Planning Permitted Development Order 1995)

Frequency and location of meetings

Takes place monthly (except August) at the Town Hall, Peckham Road.

Advice on public speaking at Planning Committee meetings

The following is guidance on the conduct of business for planning applications, enforcement cases and other planning proposals

  • Reports are taken in the order of items on the agenda unless specified by the Chair
  • The arrangements at the meetings may be varied at the discretion of the Chair
  • Representatives may address the committee (if they are present and wish to speak) for not more than 3 minutes each

Representations are taken in this order

  • Officers (Planners, Environmental and Traffic etc.) provide a brief introduction to the development control reports and respond to any points raised by members of the committee 
  • One representative (spokesperson) for any objectors, if there is more than one objector wishing to speak, the time is then divided within the 3-minute time slot
  • The applicant and/or applicant's agent 
  • One representative for any supporters (who live within 100 metres of the development site) 
  • Ward Councillor (spokesperson) from where the proposal is located
  • Members of the Committee may question those who speak
  • Members of the committee will then debate the application and make a decision (i.e. consider the recommendation)

Note:

  • Each speaker should restrict their comments to the planning aspects of the proposal and should avoid repeating what is already mentioned in the report.
  • This is a council committee meeting, which is open to the public and there should be no interruptions from the audience.
  • No recording is permitted without the consent of the meeting on the night, or consent in advance from the Chair.
